A mixture consists of two, homogeneously mixed components: 30 - 85 percent by weight of cement and 15 - 70 percent by weight of an inorganic substance that comprises at least 60 percent by weight of an amorphous silicon dioxide. It is preferable to use zeolite containing at least 60 percent by weight of an amorphous silicon dioxide or microsiliceous light ashes or fly ash containing at least 90 percent by weight of an amorphous silicon dioxide. The dry mixture can be used, besides its main purpose, as a sealing layer underneath the foils used in dumps.
