The mechanism is designed for transport vehicles and machinery. It has increased functional potentials. It consists of a shaft (2) resting in a housing (1) to which blades (3) are connected. A lateral axle (4) is resting on the shaft (2). The blades (3) are connected to its ends, and a fixed bevel gear (5) is fitted in its middle part, meshed to a gear rim (6) of an internal shaft (7) mounted on the shaft (2). The end of shaft (7) is connected, by a clutch (8) to a driving shaft (9) which, by means of a second clutch (10) is connected to shaft (2) supplied with a brake (11) and a sensor (12). Blades (3) are resting perpendicularly to the lateral axle (4) the axes (13) of which have eccentric studs (14) connected by means of a groove (2) to a disk (21) with a piston (15) fitted in the lateral axle (4) having working chambers (16) connected to a hydraulic unit (17) by means of a manifold (18) and pipeline (19).
