PURPOSE:To improve the coding efficiency by replacing a high frequency component including much of picture random noise with contour information so as to enhance the redundancy of the high frequency component. CONSTITUTION:A picture input signal is frequency-converted by a frequency conversion section 1 and a contour extract section 2 extracts a contour. The extracted contour information and a high frequency component region in a frequency conversion output are replaced by a replacement circuit 4, and a subsample circuit 3 makes interleave picture compression in matching with the high frequency component replaced with the extract section information. In this case, the replaced output is coded by an inter-frame coding section 5. Since the high frequency component including much of random noise without redundancy is replaced with the contour information, the redundancy of the high frequency component is increased and the coding efficiency is improved. |
