<p>PURPOSE: To improve the quality of a picture by compressing the band of a video signal by human visual characteristics, the statistic property of a video signal, and so on. CONSTITUTION: The device is provided with a mode switch processing part 20, a scrambling part 30, a discrete cosine transformation(DCT) part 40, a human visual system part 50, an activity calculation part 60, quantization parts 70, 110, adaptive scanning parts 80, 120, variable length encoding parts 90, 130, a comparison part 140, and a coefficient removing and stuffing bit adding part 150. In a three-dimensional movement compensating technology method for alternately executing intra-frame processing for compressing current frame video data as it is by a method for executing two-dimensional DCT encoding and variable length encoding and inter-frame processing for estimating moving information by comparing a current frame with a preceding frame and compressing difference information between video data compensated at its movement by predicting the current frame and the current frame data, the transfer bit rate of an intra-frame to an inter-frame is allocated as 4:1 in each fixed length.</p> |
