PURPOSE:To finely charge fee and to prevent the generation of illegal view by decoding pay ciphered broadcasting by a portable information storage medium issued from a broadcasting station. CONSTITUTION:An IC card 2 is provided with decoding logic, ciphering logic, user ID, information necessary for the payment of charge, keys for respective logic elements, and a processing control part, and includes also an external contact terminal for transferring power supply and signals to/from external devices. In the case of flat type, as for information necessary for the payment of charge, selection specifying information for specifying a pay item before the start of view is recorded in the card 2. In the case of pay per view system, actual result information for specifying a practically viewed broadcasting time is registered in each view by an IC card reader/writer 5 in a decoder 4. The card 2 is issued from a pay ciphered broadcasting station to a contractor. Consequently charge payment in each contractor can be executed in both the systems and pay broadcasting can be viewed by self-payment on a position other than a home. |
