The invention relates to a protective jacket (1) for an electrical cable (8) having a stripped part (6), which comprises an electrically insulating, perforable and self-sealing encapsulation (2) surrounding the said stripped part of the cable. The invention also relates to tongs for making electrical contact with an electrical cable covered with such a jacket, these tongs comprising, in particular, electrically conducting pins which extend, at least partly, between jaws and which are housed in a sheath that can be retracted between two positions. The invention applies most particularly to the gas, oil or water-supply fields, for the electrical measurement of buried or submerged metal pipes. <IMAGE>
