A fabric cover system (10) which can be used to cover tanks (40), silos, and other containers having an open top. The cover system (10) includes a rigid framework (20) which is attached to the walls (44) of the tank (40), etc., and fabric (30) is laced to the rigid framework (20), under tension, so as to resist snow and wind loads. Access manholes (42) are provided in the fabric cover (30) for inspection and/or ingress/egress of personnel. The resulting cover system (10) can maintain a slight negative (vacuum) pressure in the space between liquid level in the container and the cover. Known fabric techniques including sewings, heat sealing, inclusion of zippers and other fasteners can be employed to manufacture fabric covers for various sized and shaped tanks.
