PURPOSE:To provide a system which can control the quality of images that are reproduced according to the capability of each receiving terminal in an image information transmission system which codes and transmits the animation images. CONSTITUTION:An image coding device applying an image ciphering transmission system decomposes an input animation image into plural image resolution components. The decomposed image is coded by an image coder 2 and transmitted after ciphered by ciphering devices 3, 4 and 5 in different ways. Therefore an image of high quality can be reproduced as long as all image resolution components are decoded by the image decoding devices 11, 12 and 13. Meanwhile an image of medium quality is reproduced when the medium and low image resolution components are decoded, and an image of low quality is reproduced when only a low image resolution component is decoded respectively. |
