The invention relates to a metal construction supporting a fixed visual advertising or information panel fastened vertically above a bicycle, a bike or a mountain bike in the same line as the cycle and therefore above the cyclist. This system for lifting up a panel comprises a first tube (8) in lightweight metal fixed to the handlebar stem of the cycle using an existing connector (7) which extends forwards rising progressively upwards forming an arc of a circle at a height of approximately one metre where there is a curved part and a flattened part of the tube to which the advertising panel will be fixed at one end. The other end of the panel will be fixed to another flattened and curved tube (3) which will pass around behind the cyclist and will connect to the saddle post of the bicycle. <IMAGE>
