PURPOSE: To obtain a filament or a fiber having a distinct skin-core structure by utilizing a melt spinning method. CONSTITUTION: A polymer composition is fed to a spinnerette at a flow rate sufficient to obtain an about 10-200 meter/min spinning speed through the spinnerette and heated at a location at or adjacent to the spinnerette so as to be heated to a sufficient temperpture to obtain a skin-core filament structure when the polymer composition is quenched in an oxidative atmosphere. And the heated polymer composition is extruded through the spinnerette at an about 10-200 meter/min spinning speed to form molten filaments and the molten filaments are quenched in an oxidative atmosphere so that oxidative chain scission degradation of at least a surface of the molten filaments is effected to obtain filaments having a skin-core structure.
