PURPOSE: A composition comprising (1-x)ZnNb2O6-xTiO2(where x is 0.2-0.8) is provided which can be calcined with a low-price Ag electrode simultaneously at below 900°C and materialized at a relatively low price of raw material. CONSTITUTION: The ceramic composition comprises (1-x)ZnNb2O6-xTiO2(where x is 0.2-0.8). 0.5-12.0 weight% of CuO can be added as an additive in the composition and 0.05-5.0 weight% of one or more oxides selected from V2O5, Sb2O5, Bi2O3, B2O3, NiO, WO3, AgNO3, ZNO, and MgO also can be added on the base of the total composition additionally. For an example ZnO and Nb2O5 are mixed with distilled water in a ratio of 1:1 for 12 hr in a ball mill, dried rapidly, calcined at 1,000°C for 2 hr in an aluminum crucible, added with TiO2 in an adequate mole ratio added with CuO, V2O5, Sb2O5, Bi2O3, B2O3, NiO, WO3, AgNO3, ZNO, and MgO as a sintering aid. The mixture is ball-milled, pressure-formed with a disc having a diameter of 100 mm and a thickness of about 3 mm, and calcined at 1,000°C for 2 hr. at a heating speed of 5°C./min and at pressure of 1,000 kg/cm¬2. The sample has a quality coefficient(Q multiplies f) of above 20,000, a temperature coefficient(tauer) of from -10 to +10 ppm
