PURPOSE: A circuit for detecting a disconnection and a short is provided to miniaturize and to integrate by embodying a detecting circuit of disconnection and short circuit embodied an existing analog circuit to a digital circuit. CONSTITUTION: A detecting circuit detects the disconnection and the short of an encoder by judging the high and the lower states of a pulse row through the detecting circuit by generating the pulse row having a phase difference. The digital circuit to be able to detect the disconnection and the short circuit of the encoder comprises of: a first and a second generating devices of pulse(2,4) to output the pulse having the phase difference; a first - a fourth flip-flops(11,12,13,14); a first and a second inverter(6,8) to reverse the inputted pulse row inputted by installing between the first and the second generating devices of pulse(2,4); a first - a fourth EX-NOR gates(Exclusive-NOR gate)(21,22,23,24); and an OR gate(30) to output the defect of the encoder in low or in high by receiving the output value of the first - the fourth EX-NOR gates(21,22,23,24).
