The device is to adjust the off-axis more easily. The device includes a turn base upper guide shaft (32) which sustains the bottom part of the turn base upper (31), a guide shaft holders (33) (33') which hold a guide shaft (32) existing between the base upper and the guide shaft, a movable bracket (34) which is combined in order to enable the upper part of the turn base upper (31) to move linearly, a movable volt which enables the movable bracket to move, a shaft fixing bracket (36) which moves linearly on the upper part of the turn base upper by fixing the guide shaft and moving the movable bracket, and elastical units (37)(37') which holds the shaft fixing bracket elastically.
