PURPOSE: To enable ignition of a propellant mass and its efficient combustion, by injecting plasma arcs in positions selectively disposed in propellant segments. CONSTITUTION: A current gets in from a power supply connection terminal and flows to a negative electrode 36 via a positive electrode 24, intermediate electrodes 34, 34a, and a fuse wire 44. A front end part 34a and the fuse wire 44 are melted until a train of plasma is formed in an arc gap G. The plasma is emitted from vent holes 40 and causes segments of the propellant 48 which makes close contact with the vent holes 40 to emit light. The positive electrode 24 partly extends in a capillary 20 and forms a projecting front end part, which is molded appropriately in accordance with the type of the propellant 48 and the type of the fuse wire. The most suitable plasma arcs for supplied power and for the propellant can be generated, by adjusting length, arrangement, and the type of fuse wire metal in accordance with the type of the propellant 48.
