PROBLEM TO BE SOLVED: To provide a method and a device for allocating a bandwidth for supporting a service priority. SOLUTION: When a bandwidth is allocated to a plurality of network terminals, the type of a service provided with a priority and a bandwidth variable attached to the service are set up. A terminal that attempts to start connection with other terminal requests a bandwidth due to a specific service type. The device allocates the bandwidth on the basis of the requested service type and its priority. Connection having a high priority acquires a bandwidth ahead of connection having a low priority. In an insufficient bandwidth environment, a bandwidth used for the connection having the low priority is reduced or nullified in order to satisfy the connection having the high priority. When an extra bandwidth is available, a bandwidth reallocating device can increase the bandwidth in the connection having the low priority.
