A fluid flow control damper assembly (20) and associated method are characterized by a self-contained unit comprising a support base (23) for external mounting to a side of a duct (D), a damper vane (21) mounted to the support base (23) for movement between open and closed positions, the damper vane (21) being located inwardly of the inner side of the support base (23) for positioning interiorly of the duct (D) when the support base (23) is mounted to the duct (D), and an actuator (22) mounted to the support base (23) and operatively connected to the damper vane (21) for moving the damper vane (21) between the open and closed positions, and wherein the support base (23) functions to close an access opening (97) in a side wall of the duct (D) of sufficient size to permit insertion of the damper vane (21) therethrough.
