PROBLEM TO BE SOLVED: To enhance the secrecy of communication of a wireless system.

SOLUTION: A gateway wireless communication section 305 for storing a plurality of scramble codes and applying scramble coding to a message to be transmitted allows a scramble code change instruction transmission section 407 to set an instruction for changing the scramble code utilized for next and succeeding communications to the message transmitted to a hot water unit remote control wireless communication section 309 and transmits the resulting message to the hot water unit remote control wireless communication section 309, and the hot water unit remote control wireless communication section 309 receiving the message and being a communication opposite party can change the scramble code whose change is designated. Since the plurality of scramble codes can dynamically and freely changed between devices, the secrecy can be enhanced.
