An ignition and control circuit with a battery (16) optionally permits manual starting of an internal combustion engine if the battery (15) has failed or is not present. The ignition circuit is deactivated as soon as a relay (98) is no longer excited. It is only possible to start the internal combustion engine via the battery (16) or a manual starting device if the relay (98) is excited and operating conditions of the vehicle such as an engaged gear are not present. After the internal combustion engine starts, the relay (98) is held by means of the current generated by a generator, which generator also supplies the current required for holding the relay (98) in the case of a manual start when a foot-operated switch (110) is closed for a certain period.
