The circuit protects the over heat with the sensor, and improves the reliability by reduction of the malfunction. The device includes a 1st latch circuit (40) which latches the control data of a heater (80), an AND gate (30) which generates the clear signal of the 1st latch circuit, a 2nd latch circuit (50) which latches the driving control signal of a fan (12), a fan driving circuit (90) which drives a fan (12), a NAND gate (60) which controls the fan driving unit, and the 1st, 2nd latch circuits (40,50) comprised D-flip flops.
