A lining for concrete structures contains a first layer of plastic panels (8) which, on their rear side (10), exhibit anchorage webs (12) projecting into the concrete and are connected to one another in a fluid-tight manner, in particular by means of weld seams (14). This design is to be further developed with the effect that it can be used for monitoring leakages and requires a low outlay in terms of materials and fabrication. Provision is made for a second layer of plastic panels (18) which, on their rear side (20), exhibit anchorage webs (22) directed towards the plastic panels of the first layer, a cavity (36) being present between the plastic panels (8, 18) of said layers. The plastic panels (18) of the second layer are also connected to one another in a fluid-tight manner, in particular by means of weld seams, in the region of their abutting or overlapping edges. <IMAGE>
