摘要 PURPOSE:To satisfactorily perform error correction relating to a block for which an average value or index information is erroneous on a side for receiving data encoded by average value separation vector quantization. CONSTITUTION:For the block in which the average value is erroneous and the index information is not erroneous in reception data, a correcting/decoding circuit 31A estimates the average value by utilizing the picture element of a noticed block and the decoding value of a peripheral block adjacent to that picture element and performs decoding by the estimated average value and the received index information. Also, for the block in which the average value is not erroneous and the index information is erroneous, the correcting/decoding circuit 31B prepares the plural candidates of the index information, investigates correlation between the picture element of the noticed block and the decoding value of the peripheral block adjacent to that picture element for the respective candidates and decides the index information candidate for generating the decoding value with the most intimate correlation. The decoding is performed by the index information and the received average value. When both are erroneous, a correcting circuit 31C performs a processing for replacing the block with the picture data of a previous frame.
