A dispenser cap (18) for discharging measured amount of contents from a container (10) includes a first peripheral skirt (22) having upper (24) and lower (26) portions, the lower portion serving to secure the cap to a container. The upper skirt portion at least partially defines a dispensing chamber (34) primarily in the upper portion of the first peripheral skirt, as further defined by a weir panel (36), the weir panel configured to provide a weir opening (33) between the upper and lower cap skirt portions. A top (20) for the cap includes a second peripheral skirt (48) telescoped over and secured to the first peripheral skirt, wherein the first and second peripheral skirts have alignable first and second respective discharge apertures (42, 54) formed therein. The first discharge aperture in the first peripheral skirt is diametrically opposed to the weir opening.
