PURPOSE:To unnecessitate a useless notification and to simplify the processing in a mobile station by selecting the monitoring channel to be notified to a mobile station according to the kind of the mobile station by each of plural radio base stations. CONSTITUTION:A service area is composed of radio zones 31 to 34 covered by plural base stations 11 to 14 and plural frequency zones are used within the service area. Mobile stations 21 and 22 are classified into plural kinds of stations according to the number of usable frequency zone. Base stations 11 to 14 notify the monitoring channel of the peripheral zone to be monitored by the mobile stations 21 and 22, and the mobile stations 21 and 22 measure the reception level of the monitoring channel and report the level to the base station. In the base stations 11 to 14, the zone where the mobile stations 21 and 22 stay is discriminated based on the report and the control corresponding to the discrimination is performed. The mobile stations 21 and 23 are classified into plural kinds of stations according to the number of usable frequency zone, each of mobile stations 21 and 22 is made to store what kinds of stations the self station belongs to and the kind is notified to the base station. In the base station, the monitoring channel according to the kind is notified.
