PURPOSE: To produce a light scattering coating film arranged on a surface of an article such as lamp. CONSTITUTION: The light scattering coating film 26 constituted by dispersing light scattering particles 24 such as alumina in a silica base material 23 is provided. A silicon soln. in which a colloidal silica and the light scattering particles are dispersed is applied on a suitable base body, and the dispersion is subjected to thermal decomposition at high temp. to release an org. component and to form the silica base material. This coating film is hard and wear resistant and useful for a reflection device, a lamp and a lens.
