PURPOSE:To compress signals without deteriorating the quality of the signals using a desired bit rate while conducting a sub-band coding in which two channel voice and musical signals are compressed and coded. CONSTITUTION:In a quantization bit distributor 17, which decides a first quantization bit S6, a second quantization bit S7 and a third quantization bit S8, quantization bits of a first channel and a second channel are obtained, the third quantization bits are made to 0 bits and the total sum of the first to the third quantization bits is set to B. Furthermore, let A be the amount of bits allowed to exist in a single frame. When A becomes larger than B, a sub-band is provided to give more than one bit to the third quantization bits. In the sub-band, the first and the second quantization bits are made to 0 bits so that A does not exceed B. |
