PURPOSE:To provide an indoor environment control device, capable of effecting delicate control considering metabolic heat of energy emitted from man in a room. CONSTITUTION:At least an indoor temperature TA, a radiation temperature TR and air stream VAR are measured by an environmental condition detecting means 1, then, the amount of wearing cloth of man in a room ICLO and the amount of activity M are estimated by an environmental condition estimating means 2 based on said measured information while the natural environment of a district, wherein a building is installed, the age constitution of men in the room, the sexual distinction constitution of men in the room and the like are corrected by a correcting means 3 whereby metabolic heat E of energy emitted from men in accordance with a setting condition is operated. These information are inputted into a comfortableness operating means 4 to obtain a comfortable index or an average estimated hot and/or cold feeling report PMV and, thereafter, the amount of environmental operation UC is produced by an amount of environmental operation operating means 5.
