The outer and inner blocks (1,2) in the form of circle are pivoted and fitted to axially shift on the axis (7) running through their centres. Each block (1,2) has a catch pad (8) on its perimeter. Around the perimeter of the outer block (1) there is at least one projection (6) fixed to the outer block (1) and projecting above its surface reverse to the inner block (2), formed on which, in the same radial distance, is at least one recess (5) for locking of the projection (6).<IMAGE>
