The method mass-produces the tunnel segment moulds without plastic deformations by simple processes so that it can improve manufacturing efficiency. The method comprises the steps of: cutting workpieces by a predefined length, and welding cut workpieces by use of CO2 gas; a step of annealing them for 36-60 hours over the temp. range of 500-7000 deg.C; vibrating the annealed workpieces by high frequency vibration force, 5,000-7000 kg/f for 18-30 hours; performing twice heat treatment for 3-5 hours over the temp range of 500-700 degree.
