The device has an actuating rod (2) including an anterior end located at an area in which posterior parts of left and right arms (3, 4) are removed. Hooks (31, 41) located at ends of the arms are locked on a network connector to remove the arms. An elastic element (5) e.g. torsion spring, is located inside of an inner space (11) above a base forming element (7) at a side of the rod. An end of the element (5) is connected to the side of the rod, such that the element (5) is compressed, when the rod moves towards earlier sides of the element.
