The device has a silo (1) with a structure made of galvanized sheet metal elements (1a). An interior of the silo has a lower volume (2) filled by fill embankment in order to confer a stability to the structure, to create a load height and to support an upper volume (3) formed by an upper part of the silo. A filling device (5) is arranged at an upper part of a sealed storage tank with a coating (8) and a drain boot (6) comprising an orifice in an adjacent fill embankment part and communicated by a pipe with a base of the tank. The coating is formed by a pocket made of PVC type liner. An independent claim is also included for a method for assembling a storage device.
