The invention relates to a process for producing mineral mixtures for load-bearing layers without binder in the construction of roads and foundations, comprising solids and sludges polluted with heavy metals, which hitherto have had to be taken to hazardous waste landfills or special waste landfills, and also metallurgical slags. According to the invention, solids and sludges containing the heavy metals Fe, Cr, Ni, Cu, Zn and/or Pb are mixed in a mass ratio of up to 3 to 100 with metallurgical slags. The mineral mixture of the invention manages without a binder, ensures the required grain structure of the load-bearing layer and displays no demixing phenomena.
