A hair tonic and dressing composition containing as the active ingredient a carbostyril derivative of general formula (I) or its salt, which is useful for prevention of hair falling, stimulation of hair growth, treatment of baldness and leukoma, retention of moisture, improvement in luster, and so forth, wherein A represents lower alkylene, R represents cycloalkyl, and the bond between the 3- and 4- positions of the carbostyril skeleton is either a single or a double bond.
