PURPOSE:To reduce the overall data volume to improve the compression rate by providing a noise eliminating means in the preceding stage of a blocking means and eliminating the noise component of picture data from an A/D conversion means by an extent of noise elimination corresponding to the coefficient obtained by a forecasting means. CONSTITUTION:A noise eliminating part 3 which eliminates the noise component of picture data is provided between an A/D converter 1 which digitizes a picture signal to form and output the picture data and a compressing processing part 2 which performs the compression processing of picture data. A microcomputer 14 variably controls the extent of noise elimination in the noise eliminating part 3 based on the coefficient which is obtained for compression of picture data by a forecaster 13 provided in the compression processing part 2. Therefore, unnecessary data of picture data is eliminated, and the overall data volume of picture data is reduced to improve the compression efficiency, and the block distortion is reduced to obtain a satisfactory reproduced picture. Further, the reproduced picture having a natural pattern is obtained by the proper noise elimination processing. |
