<p>PURPOSE:To reduce a calculation quantity to be a constant value or below and to obtain a correct motion vector by further obtaining a prediction error only from a block in which a prediction error is a threshold level or below in candidate blocks. CONSTITUTION:An arithmetic operation section 105 uses L1(<L) pieces of picture elements in a candidate block to obtain a prediction error PE1 and the increment processing of the value of a position to which the error PE1 in the memory 106 belongs is performed for all candidate blocks in order of motion vectors from a generating section 115 and a histogram using the error PE1 for the lateral axis is set to the memory 106. The frequency of the errors PE1 in smaller order is accumulated and added by the arithmetic operation section 107 to the memory 106 and the maximum error PE1 whose accumulated value is M or below at a comparator section 108 is stored in a register 110 as a threshold level TH. L2 (<L1<L2<=L) pieces of picture elements are used to obtain a prediction error PE2 by the arithmetic operation section 105 as to the candidate block in which a comparator section 111 discriminates the error PE1 in the memory 109 to be the threshold level TH or below.</p> |
