PURPOSE:To obtain a video input means for a computer system, a video telephone device or the like by using an image pickup element based upon an NTSC system. CONSTITUTION:A solid state image pickup element 2 based upon the NTSC system setting up the frequency of a horizontal scanning pulse to f0 (9.6MHz) executes image pickup by using horizontal scanning pulses with 4fsc frequency (about 14.3MHz). An output signal from the element 2 is converted into a digital signal by an A/D converter 3 and a video signal generating circuit 4 generates a video signal. Since the picture of the video signal is reduced to f0/4fsc times in the horizontal direction, an electronic zoom signal processing circuit 5 executes the electronic zooming processing of the video signal so that the horizontal direction of the picture is extended to 4fsc/f0 times. Consequently the aspect ratio of the picture is made equal to that of the NTSC system and a digital video signal to be applied to a computer system having 4fsc sampling frequency can be obtained. |
