Provided is a cooling device for a railway vehicle, the cooling device cooling a heat generating body accommodated within a housing box installed under the floor of the railway vehicle. The cooling device for a railway vehicle is provided with: a heat conducting plate 5 constituting a part of a side face of the housing box and having the heat generating body mounted on the one face side of the heat conducting plate 5; a plurality of heat pipes 7 protruding from the other face side of the heat conducting plate 5 so as to tilt upward; a plurality of fins 8 affixed to the plurality of heat pipes 7; and a cover 4b having openings 9, 9b and covering the cooling device. The cover 4b is formed so that the sum of the areas of the openings 9b located on the base side of the heat pipes 7 is greater than the sum of the areas of the openings 9 located on the front end side of the heat pipes 7.
