PURPOSE: To reduce the ability of a video signal processor to be required, without reducing the quality of a conversion processing and resolution so much. CONSTITUTION: A sub-sampling equipment 170 sub-samples the input image of an input video signal 50 so as to generate a sub-sample image. A block comparator 190 compares the block of an image element from a sub-sample image pair so as to generate plural original correlative faces. A correlated face processor 200 generates plural interpolation correlated faces from the original correlated faces by interpolation. A movement vector estimating equipment 210 executes interpolation between the correlative values on the respective interpolation correlative faces so as to detect the point of max. correlation on the interpolation correlative face, and the respective movement vectors are generated from the respective interpolation correlative faces according to the point. A movement vector selector 230 selects the movement vectors to be used for the interpolation of the respective image elements in the output image of an output video signal 60. A movement compensating interpolator 140 interpolates an output image from a pair of the input images of the input video signal corresponding to the pair of the sub-sample images in accordance with the respectively selected movement vectors.
