The present invention is provided with: a holder (2) that has receiving parts arranged on the outer side of a vibration target component (1), with spaces therebetween; actuators (3) that are supported by a receiving part and that push out one side surface of the vibration target component; and biasing means (4) that are supported by a receiving part and that bias the other side surface of the receiving parts in a push-back direction. The biasing means (4) are configured with one or more insulating elastic members having both ends opened and being formed to have a tubular shape, and the elastic members are interposed, in a compressed state in the radial direction of the tube, between the receiving part and the side surface of the vibration target component.
