An apparatus for the controlled delivery of nicotine comprising a pressure sensitive adhesive nicotine reservoir with uniform or irregular nicotine distribution is disclosed. The reservoir is produced using a hot melt pressure sensitive adhesive with a processing temperature of about 40 to 80.degree.C, preferably about 40 to 60.degree.C and in the particularly preferred manner about 40 to 55.degree.C. The apparatus may be used in human or veterinary medicine, particularly for stopping people from smoking, or as a respiratory, contact or stomach poison for pest control. A process for the production of the inventive apparatus is also disclosed.
