PICTURE COMMUNICATION SYSTEM

PURPOSE:To provide the picture communication system in which a picture with high picture quality is transmitted as to a picture area highly concerned about by a receiver side. CONSTITUTION:When a picture is sent from a transmitter 10 to a receiver 20 via a communication line 30, a concern area designation section 23 designates concern area information comprising position information as to an area with high concern in a transmission picture and comprising concern degree information to provide an output of the information to the communication line 30, while the transmitter 10 side uses a quantization step control section 16 to control a quantization step based on the concern area information received via the communication line 30 and a quantization section 13 quantizes the input picture data subject to orthogonal transformation by an orthogonal transformation section 12 in response to the quantization step.
