CONSTITUTION:This device is provided with a first driving means 11 driving the discharge maintaining electrodes Xi, Yi of a display means 15 having a memory function, a second driving means 12 driving the address electrodes Aj of the display means 15 and a control means 13 controlling the input/output of the first, the second driving means 11, 12. The device is constituted so that a discharge control means 14 is provided on the first driving means 11, and the discharge waveform of the display means 15 is controlled by the discharge control means 14, and the discharge control means 14 is constituted of a bias element R and a switching element 14A, and the switching element 14A is connected to the bias element R in series, and the bias element R and the switching element 14A connected in series are connected between the discharge maintaining electrodes Xi, Yi.
