PURPOSE:To improve the management and operation remarkably by ciphering picture information and storing the ciphered information to a storage means. CONSTITUTION:Picture information (a) read by a read means A is fed to a ciphering processing means via an input selection means D. A ciphering key (c) is set to a means E with a control means G from an operation means H and the information (a) is ciphered as ciphering picture information (b) and fed to an output selection means F. The means F outputs information (b) to a storage means B and/or a print out means C based on control information (m) from the means G and the information is stored in the means B or printed out onto paper. As to decoding, the information (b) of the means B is fed to the means E via the means D. A key (c) is set similarly to the case with the ciphering and the information (b) is decoded and fed to the means C via the means F and printed out on paper as the information (a). Thus, the management and operation are improved.
