PURPOSE:To provide a video transmission device at a low cost by solving the defective point of a conventional system that two transmission lines have to be used so as to perform the distribution of the video signals of a co-listening system and video communication together and using one transmission line. CONSTITUTION:This device is provided with a video transmitter 129 for inputting the base band video signals of the video of a co-listening system, a specific frequency modulator 110 for modulating the video signals inputted from the video transmitter 129 to signals provided with a carrier frequency specified beforehand and a channel management work station 115 for managing the frequency to be modulated in the specific frequency modulator 110 and for performing assignment free communication system channels. Then, by managing channels by dividing them into two kinds, between the co-listening system and a communication system, the video signals of the co-listening system and the video communication can be distributed by using one coaxial cable 101.
