The invention relates to a catalytic two-stage burner (1) with at least one fuel-gas feed conduit (3) for a fuel gas containing H2 and/or HC and with at least one feed conduit (17) for a combustion gas such as oxygen or air, two combustion stages (15, 16), the second combustion stage (16) being a monolithic burner through which the gas mixture leaving the first stage (15) flows, with a heat exchanger (8) which is connected to the burner (1), the first combustion stage (15) being a diffusion burner in which a space (6) containing the fuel gas is separated from the space (7) containing combustion gas by means of a catalytic layer (burner structure 4) permeable to the fuel gas, the burner structure (4) being formed by a highly porous catalytically active material with a layer thickness of 0.05 to 10 mm, a porosity greater than 50% and a pore size of 0.001 to 100 mu m, the fuel gas being passed into the space (6) and the combustion gas being passed into the space (7). <IMAGE>
