The method provides a reduced manufacturing process which is easy for manufacturing and profitable to larg quantity manufacturing using a screen printing method. The method comprises the steps of: printing lower electrode (2) and heater (5) on the dielectric plate (1); firing it at 1000-1300 deg.C; spreading the paste on the lower electrode using screen printing and forming the attenuating humidity element (3); spreading the paste on the attenuating humidity element and forming the upper electrode (4); forming the porous oxide electrode.
