PURPOSE:To prevent the uneven electrostatic charging or the uneven coating of developer, to prevent the developer from being electrostatically charged to have a reverse polarity, to electro-statically charge the developer without excessive electrostatic charging or insufficient electrostatic charging in spite of the change of humidity in use environment, and to obtain a high-quality image with sufficient density without irregularity or fogging by impressing oscillating voltage on a developer regulating member abutting on a developer carrier, peeling a magnetic one-component develoer layer on the developer carrier, etc., and moving it forward and backward. CONSTITUTION:A resistance layer 4 whose volume resistivity is changed in accordance with the humidity in environment is provided at least on the surface of an elastic blade 4 on a developing sleeve 3 side, and the oscillating voltage is impressed on the blade 4 while performing constant-voltage control. Therefore, the uneven electrostatic charging or the uneven coating is not caused in the magnetic toner 6 of the one- component developer on the sleeve 3 and the toner is prevented from being electrostatically charged to have the reverse polarity. By the constant-voltage control of the resistance layer 4c of the blade 14 and the oscillating voltage, the excessive electrostatic charging or the insufficient electrostatic charging of the toner 6 is prevented in spite of the change of the humidity in the use environment, thereby accomplishing the purpose. |
