PURPOSE:To eliminate biasing of the categories of the questions to be made and to enable a learner to repetitively learn the difficult to memorize questions by determining the questions to be made in such a manner that a learning effect is enhanced according to the past questioning results or the results of the learner's answers. CONSTITUTION:The questions to be made are rearranged to plural groups. A retrieving section 201 retrieves the group having the min. group coefft. indicating the selection frequency of the groups. A retrieving section 202 retrieves the min. value minival of the questioning frequency coefft. in the group. A changing section 203 determines the question to be made in accordance with the min. value minival of the questioning frequency coefft. and the question to be made is made by a questioning section 204. The learner answers the question by operating an answering section 205. The result of the answer is decided by a deciding section 206 and the questioning frequency coefft. is changed by a changing section 207 according to the result. A group coefft. changing section 208 changes the group coefft. in accordance with the questioning frequency coefft. corresponding to the questions belonging to the respective groups.
