<p>PURPOSE:To perform the recording/transmission of an image of aspect ratio 16:9 system with high definition in a recording or transmission system of aspect ratio 4:3 system. CONSTITUTION:The reduction of horizontal resolution feeling and the occurrence of quantize distortion extending over a high-pass component can be suppressed, and picture quality in the horizontal direction of a screen can be prevented from being deteriorated when image transmission of 16:9 system is performed in the recording or transmission system of aspect ratio 4:3 system by applying weight in accordance with the aspect ratio information of image data to the image in vertical and horizontal directions by controlling a method to apply the weight in the horizontal and vertical directions at a DCT circuit 2 by a wide aspect control circuit 12 before image transmission or recording is performed by encoding inputted image data in block unit consisting of plural picture elements by the DCT circuit 2, and the frequency area separation of a quantization table generation circuit 10, and a method to pre-arrange the image data preferentially in a scan table 21, etc.</p> |
