PURPOSE:To execute the motion picture analysis by analyzing a result of measurement measuring distribution of a motion vector measured by a motion compensation section with a measurement means so as to detect a motion of the motion picture with a very small calculation load. CONSTITUTION:A motion vector extract means 4 extracts a motion vector measured by a motion compensation section 12 as a set of displacement in the horizontal direction and vertical direction being 2-dimension vector information and a start position of a motion vector. A measurement means 5 receives the motion vector from an extract means 4 to measure the distribution of motion vectors for one frame in response to the analysis content of a motion vector analysis means 6. The analysis means 6 receiving the measurement result analyzes a motion such as detection of a mobile body. That is, the mobile body is detected from a histogram of motion vectors. When the histogram of the motion vector is measured as frequency of occurrence of sets of displacement x, y respectively in the horizontal and vertical directions and a motion vector whose x or y is larger than a threshold level takes place, it is discriminated that a mobile body is in existence. |
