The method removes hydrogen gas and impure gas from the quartz tube (11) surface, while exhausting the interior of the outer tube (10). After the hydrogen and impure gas gets exhausted, a stem (10') of the outer tube gets sealed. The elimination of the impuriries from the tube enhances the light emmision efficiency.
